The devices were hidden in the cable duct of the air conditioning system, allowing the former city leader to monitor events in the office from anywhere via his phone. He reviewed the recordings multiple times between May 2021 and March 2022, and the equipment remained operational until March 2025, when it was discovered during the installation of the alarm system.
